Multifamily Mixed-Use Commercial Community

7+M partnered with the Harris family that has owned property equaling 13.186 acres since 1878; plans to develop into a mixed-use and mixed-income development including retail and commercial uses, community uses, age-restricted active adult housing, and workforce housing.


Consulting and Advisory Services Projects

  • 7 and M was hired as a Development Consultant by Winn Development Company to manage and lead the Year 15 recapitalization of an existing asset, Cobbs Creek Apartments, that is owned and managed by WinnDevelopment. It is an 85-unit scattered site, Section 8 community of multifamily units and townhomes. The rehabilitation is planned to be financed by a mixture of public and private funds. 7 and M led the due diligence process in preparation for funding applications.

  • 7 and M was development consultant/owner representative to Delwin Realty, LLC, a long-term owner, and manager of East Pines Terrace Apartments, located in Riverdale, MD. The first phase of 7 and M’s engagement was the conduct a concept feasibility study to understand the development potential of East Pines Terrace Apartments based on the new proposed adjacent Maryland Transit Authority Beacon Heights/East Pines Purple Line station as well as the Prince George’s County zoning rewrite. Along with the design team, we proposed to reposition the 4-acre site from the existing 77-unit market rate apartment complex into a transit oriented mixed-use community with approximately 200 market rate apartments and approximately 17,000 square feet of retail space. The second phase of our engagement has been to provide development consulting and advisory services to re-zone and fully entitle the property based on our development concept. Development plan approval was consisted of disposition/assemblage of adjacent properties, re-zoning approval and site plan approval. A neighboring property was identified as necessary for the development plan and 7 and M’s CEO worked with the owner to develop strategies to negotiate the acquisition. In addition to acquiring necessary property, she managed the disposition of land and easements with Maryland Transit Association for upcoming Purple Line station. The up-zoning approach utilized the Council Legislation Zoning Bill to rezone the site from R-18/R-55 residential zone to mixed use development, which allowed the team to achieve maximum density as well as create the highest and best use of the property. She coordinated the design team to ensure that the development plan was consistent with the zoning requirements, Beacon Heights Master Plan, Maryland Transit Beacon Heights/East Pines Purple Line Station construction plans. She also led the team by coordinating and negotiating with political officials, agencies, community stakeholders, retail community, and residents to receive approvals and letters of support. Once zoning was achieved, she led the team to receive Preliminary Plan site approval and move forward in remaining the Detailed Site Plan entitlement process.

    7 and M along with the Delwin Realty, LLC team successfully achieved the re-zoning at the end of 2018 and received Preliminary Plan approval from MNCPPC in 2019.

Multifamily Commercial Community

7+M and Piedmont Housing Alliance together pursued and successfully won an RFP issued by UVA and UVA Foundation to bring new mixed income affordable housing to a parcel equaling 12.76 acres in Albemarle County.

 
 

  • 7 and M was hired as a Finance Manager to assist the Far Southeast Family Strengthening Collaborative (FSFSC), seeking funding towards the development project of their non-profit headquarters aa well as the retail space. Far Southeast Family Strengthening Collaborative (FSFSC) is an independent minority founded, established, and operated non-profit 501 (c)(3) organization that provides community-based supportive services in Washington, DC. They acquired property in the Historic Anacostia area in 2016 and began the renovation of the building.

    7 and M was engaged as they finished the base building and retail space but needed additional funding to complete the interior build out of the headquarters space. We wrote and submitted, to the Deputy Mayor for Planning and Economic Development Fiscal Year 2021, Neighborhood Prosperity Fund application. As part of our role, the deliverables included a development proforma, operating proforma, and the requisition/budget tracking spreadsheet.

    FSFSC successfully received gap funding and 7 and M continues to act in the capacity as Finance Manager to manage and oversee the overall budget and requisition process.

Ruthville

Multifamily

7+M entered into a Memorandum of Understanding with Charles City County Board of Supervisors to acquire and develop two parcels equaling 9.6 acres into 55+ new affordable rental housing units with commercial or medical services space.

 

  • 7 and M was awarded a three-year Master Contract with Enterprise Community Partners to provide support and technical assistance to assist houses of worship and non-profit partners in the development project execution and accelerate affordable housing production in Washington, DC.
